F1 visa is expired, with valid I-20, OPT apply

I am a PhD student who's finishing up dissertation, hoping to graduate in 2016. I'm planning to apply for pre-completion OPT, but my F-1 VISA has been expired since Aug 2014. My I-20 is still valid, and am I still eligible for pre-completion OPT application?
