Proof of Financial Support

Hi.

My question is pretty simple. Most of colleges require international students to provide proof of the ability to pay tuition and living expenses for the first academic year. Well, I can't provide that proof. Should I even bother to apply?
USC mentions the possibility to use scholarship funds for this purpose, but I've understood scholarships are assigned after the application.
What would you suggest?
