I have heard that in Spain you can get a local SIM card that lets you call the US from Spain at only 5 Euro cents/minute wich is pretty good. Quite a saving from 39 cents/minute offered by Christine. My advice....Next time in Spain get a Free phone from Christine and call home at 5 cents/ minute with a local SIM Card. In the UK they have the same exact thing. Let me check for France and Italy...

Sorry I had to do some research.....to call the US from Spain is only 0.058 ?/min quite a saving from 0.39 ?/min Piccel is charging.

Yes you can dial directly from your cellphone to call from Spain to the US.
It is a SIM card you can insert in any cell phone, you get a local phone number and do not need a calling card.
They sell you a new phone very cheap and I heard they have thousands of stores around the country.
You top it up in any tobacco or phone store in minutes without leaving with them your credit card info or sign an agreement. ':D'
I copied their rates in Spanish from their web site.

I understand that somebody was not happy to see Piccell Wireless rental agreement terms and conditions clearly displayed on this forum; this says something. Since this information was promply removed we would all like to have a link to go to and read these terms and conditions.

What seems to happen here is that students are rushed by their Study Abroad programs to order a Cell phone from Piccell Wireless. Many students do not read these terms and do not understand well the rates and the fees involved. But then, they come here to complain when it is too late. (They need directions on how to find, print and save the terms/rates to their computer desktop)

For those who cannot find what they are looking for Piccell Wireless web site, I will list here some of the cases where Piccell Wireless customers can incur in Extra Fees, Penalties and some simple strategies to avoid these penalties.

The bottom line first:
Piccel Wireless Rental Terms are there to seal a customer into a solid can for as long as you tell them you will use their service when you sign up.
So my first advise to avoid penalties is:
DO NOT SIGN UP FOR MORE THAN 30 DAYS!!
If you are happy, you can always extend your service at no cost later on.

Whether your life is in danger on not you are not supposed to replace a Piccell Wireless SIM card to get help. It does not matter if the SIM card is broken, blocked by them or unable to get service. This is unreasonable and can be very risky to your security abroad!!!

So the second advise to avoid paying more or paying for penalties is:
ALWAYS CARRY a BACKUP SIM CARD WITH YOU!!
You can replace temporarily a defective or blocked PIccell Wireless SIM card and use it in your cell phone to save your life. They have no way to find out.
You can also save a lot of money when/where Piccell Wireless charges to much for a service or carry a cheap back up cell phone for your travels.

Here are some of the fees and penalties you want to avoid if you are determined to rent a cell phone from them:

1. Changing a rental package or plan, phone class by Piccell Wireless may cost the student a $50 change fee.
2. Late return charges can result in a $50 charge, early returns can cost students $50 for each month of anticipated use.
(In other words if you are not happy with Piccell Wireless service or rates, once you type 4 months on their on-line registration forms you can?t stop the contract without paying 200 $. This is illegal in many European countries.)
3. And/or Piccell Wireless will charge their customer $2 per day for the late returns of the items, after 10 days.
4. Failure to return the phone, will result in a $50 fee, plus replacement costs.
5. If the customer extends the contract for 30 days after the signed completion date Piccell Wireless can charge an additional $50.(Instead of thanking you!)
6. If the Piccell Wireless customer does not use the SIM card for 30 days, they can charge and/or terminate the contract with a $50 penalty, not including any termination and replacement fees. (This can easily cost students $ 300 or more)
7. Changing the PIN number in a Piccell Wireless SIM card will result in a $50 fee (the PIN number is a personal identification number and is normally changed by users for practical, personal or security reasons).
8. The student cannot remove, substitute the SIM, or lend or rent the phone to a third party. If the student does so, Piccell Wireless will charge $50 for each violation plus the traffic (It is definitely cheaper to buy a second hand cell phone, pay 25 $ and use the SIM card or service of your choice).
9. Blocking the Piccell Wireless SIM will result in a $50 charge.( Normally this happens only by accident why penalize it?)
10. If the credit card cannot be charged within 10 days of the billing, Piccell will charge an additional 8% of the charge, and can stop the SIM with an additional $50 dollar blocking fee, an early termination fee, service charges and replacement costs (Again this could turn out several hundred of $$).
11. Piccell Wireless can suspend the US virtual number, due to an outstanding balance with a $15 suspension fee.(but you can activate another one on your own very cheaply)
12. Returned checks are charged $35, returned check fee.
13. Piccell Wireless charges a 10% refunding fee (so never ask for a refund from Piccell Wireless without the help of a lawyer)
14. The EuroTariff regulations for roaming charges, do not apply to Piccell Wireless customers, resulting in additional roaming costs to american students (this is unfair and illegal as PW resells European carrier services in Europe, and the EuroTariff legislation cuts the maximum charge to make a European call to about 65 US $cents a minute and to about 31 US $cents per minute to receive one.)

I guess the someone you're referring to is me. PicCell and I have no problem with this discussion at all, this forum is good for small businesses, but it's true, I did have to ask StudentGuru when you posted our T & C. We just have to keep that on our website to avoid misrepresentation. If you'd like to to refer to it, go ahead and link to it (which I see you already did).

And actually this list you've made is pretty accurate. These are indeed some of the charges you might occur, if you have any questions about that I would be happy to answer them.

my friend's daughter is one of your customers who posted a complaint on this forum, so being a veteran in this industry I offered to help. First, I would really appreciate if a small business like Piccell Wireless made the effort to post a link to Piccell Wireless Terms and Conditions on this forum. Then, let me say that the fact that you have no problem with this forum does not mean Piccell Wireless customers did not have problems with Piccell Wireless.

But here is a question to you:

I was shown a leaflet stating that Piccell Wireless rates include all fees and tax.

Can you explain your customers what tax is included in the amounts you charge them? What % is collected, on behalf of whom, and can your customers ask for a refund for the tax paid to European states like France and Spain etc. Since, correct me if I am wrong, this info is not clearly shown on the invoices that your customers receive, your answer would help greatly understand the charges Piccell Wireless customers receive on their credit cards.

With a different take; what if the person has a BS Nursing degree and applied for this, how will this affect his current and future standings in the US?
